This is a good example of “foreign aid” and how it just winds up in the hands of military contractors, corrupt officials, and assorted political whores who are busy enjoying the “trickle down effect”. We’re talking a “golden shower” here. Meanwhile the real income sources for a country are extinguished in the process.
